The North Valley has a long history of peaceful, residential living. The recent acquisition of Casa de Rosa by Haven Health Management threatens to replace a low-impact senior home with a high-intensity Residential, mental health treatment program for alcohol and drug addiction.

Proposed Changes to Casa de Rosa Facility

Our neighborhood is currently facing a significant transition regarding the Casa de Rosa facility, and it is vital that we act now to protect the character of our community. While the facility currently operates under a Shelter Care permit, the new owners are seeking a revised Special Use Permit (SUP) to transform the site into a high-intensity residential, mental health treatment program for alcohol and drug addiction . 


There is a major legal and practical difference between Shelter Care and a Medical Facility. We believe the proposed use exceeds what our local infrastructure can handle. If this revision is approved, we can expect our neighborhood to change forever.

Reviews of Haven Health Management facilities nationwide cite high staff turnover and chaotic environments. A poorly managed facility increases the risk of patient elopement (leaving without authorization) into our neighborhood.

Our Goal

We are not necessarily opposing the mission of care, but we are opposing the location and the intensity of this specific plan. A residential neighborhood is not the appropriate setting for a high-traffic clinical institution. We are asking the city to deny the SUP revision and hold the developers to the strict definitions of our current zoning laws.

The current Special Use Permit was issued in 1975 for the "Little Brothers of the Good Shepherd." It was intended for long-term residential care, not acute medical treatment. We are working with legal counsel to ensure Bernalillo County enforces the strict definition of the current SUP.
